QR code verification impossible to verify payment on mobile or tablet

How can one scan a QR code using the app on a mobile when making a payment eg via Payu ? How was this allowed to happen ? It's a pathetic functionality if it is impossible to verify payment. Can't your IT DEPT give an option to verify or check if one is on a mobile?
