Over a year to get house transferred

It has now been over a year and still the house that I am buying is not in my name and the seller has not been paid. The bond was approved in February 2015, and we have paid all the fees totaling R70000. Yet still the seller has not been paid and the house is still not in my name. We were told to go ahead with the repairs and the money would be paid to us. This too has not yet happened.
