Opening a bank account at Standard bank is a nightmare

I was just at standard bank tzaneen and to my dissapointment. I took my mom to open a fixed deposit account and i recommended standard bank. The lady at the information desk took my moms proof of residense and her id to confirm if it was correct. My moms residense is a letter from the realty agent confirming that she lives at my address since the lease is in my name. After ten minutes she comes back after talking to a portia/precious (too mad to remember the name) and tells me it is not acceptable and that the only proof of residense they accept is either the lease agreement in my moms name or water and lights account. (We are prepaid) How can this be the only way to confirm your physical address. How do they expect a pensioner that cannot work and afford a apartment to have a lease agreement.
