Offence by City of Johannesburg

I wonder if standard bank is aware that their partners Rea Vaya (city of Johannesburg) is breaking the law. I have phoned standard bank and rea vaya to advice on the transgression done by rea vaya but no one agree with me or can direct me to the person who is in charge. Rea Vaya breaks the law under Financial Intelligence Center Act 38 of 2001. All customers who buy the standard bank master cards with blue colour are not register on the system. The same cards are issued like lollipop.In the past I have escalated the matter to rea vaya management they never got back to me. Standard bank must address the matter with management before we escalate the matter to the FSCA. I will wait for the feedback if it’s not forthcoming I will escalate the matter to the authorities.
