not good

Is it the norm now that banks do a credit enquiry against your credit profile when you have not app**** for any of their product offerings but for their sales opportunities?

I received a call a couple of weeks ago being offered a Standard Bank loan/credit card of over R100 000 which i declined because i was not interested. I am baffled to now see on my Clear Score profile By Experian reporting that SBSA LOAN 2 did a credit enquiry against my profile on the 4 May 2021, which has now impacted my profile 25 points down and i had not app**** for any of their product offerings during that time. No consent was given, is this even legal?
