Non payment of cash back since 2014

Standard Bank insurance call centre agent stated that they cannot pay the cash back on my policy, because they have a technical problem. they never contacted me since July 2014 the due date of the cash back, now they claim tecnical problems I called them 2 weeks ago. they said they will pay it. They do not reply to my complaint on their online insurance web page.
