No authorization number and now pay excess

So my pool pump burnt out.

Requested it to be assessed and replaced.
Not once did I get a authorization number. The company replacing did not contact me to fetch or install new one.

They are now requesting an authorization number. How can they replace without it and also want me to pay an excess of R750.

I could get a replacement for R600 and would pay that rather than excess and not approve the replacement.

So who is in the wrong?

Not awaiting for me to give approval?
Not letting me know about the R750 excess?
Not giving me other the supplier an authorization number?

Totally unacceptable!!!
