Motor finance approved without proper inspection of the dealer

I bought a 2nd hand car from City Auty in CBD JHB. This dealer managed to get me finance through STD Bank. Later found out the car was actually code 3 and the chassis number was scratched as well. I found out about this cause I was stopped at the road block by police who accused me of driving a ****** vehicle and threatened to lock me up. I alerted the bank about this, I was told it has nothing to do with the bank and I should go to Motor Ombudsman for help. Because the dealer realised that I was not car wise, he gave me a voottstoed contract and still managed to get finance from Standard Bank JHB CBD. I send the bank copy of that vootstoed they approved and ask them if it was legal as per new credit act. They just refused to take responsibility and keep refering me Motor Ombudsman. In the meantime, the paint of the car faded, the lights never worked properly from day 1, I have no aircon. The right side shock was hammered forcefully, plus I can't take it for service because the history shows the previous owner rolled with the car, as a result the VW warranty lapsed plus the insurance pulled out as soon as I alerted them, did I mention I don't even have a heater on the car. And how I feel depressed when I see a police vehicle behind me, cause basically I'm driving a ****** vehicle. But the bank takes monthly debit order of over R3000 monthly, they don't even see anything wrong with this car, as long as they have their money paid. This is a VW polo comfortline of 2013 model. And how I struggled renewing my disc license because the car never went for road worthy test. And how AA report showed the car failed completely a body test. But the bank insist they did car inspection and maybe if I die in that car that's when they'll take me seriously. I'm so frustrated and in desparate for help.
