Medical Aid refunds transferred to wrong account

My Standard Bank account changed and I forgot to update the details with my medical aid and all my refunds were transferred to my old account number and the account number was allocated to another person, my query is how does Standard Bank accept funds in the account if the name of the person intended for is different from the account holder, it shows that there is a loop hole in the bank system.
