Maintenance fees on bonds after bond is paid in full (during lock down)

I have purchased a property through Standard Bank and paid it in full in March 2020. However due to the lock down as if the lock down is my fault Standard Bank have charged me exuberant maintenance fees (R1042.08 per month) for the last 2 months because the title deed could not be transferred. I think Standard Bank is devious and dishonest in their dealings (debt relief during lock down). The fact that the Title deed offices are closed during lock down is not my fault. To try and log a complaint on their website is an impossible task.
