Loan was approved, but never got money in time

I asked Elite (Prestige Banker) to check for me if I can get a credit card and she never came back to me with an answer and I couldn't get hold of her both telephonically and email messaging. I decided to go to her office without making an appointment because I couldn't contact her in any way and she told me she was busy with customers, I had to wait and eventually I was able to speak to her and she came up with all sort of excuses why she couldn't reply to my email messages or pick up my calls and she said she would look into my request and she didn't up until I made a complain with her Manager on Friday 15 May 2015. She told she could only get me a personal loan and I agreed on taking it and we made an appointment for the next day to sign paperwork and she promised me to receive the money on the same day, but three days later I haven't received the money and she still doesn't pick up the phone or reply to the emails. I have no idea when or whether I'll ever received the money.
