LOAN NOT PAID BUT PREMIUMS DEDUCTED

i app**** for a loan with Standard Bank and it was approved. a week later i still had not received the funds. I called and i was promised that they will fast track their processes. on the 15th of December, the agreed monthly premium was deducted from my account while i was still waiting for the loan to be paid out. i called, emailed numerous times and i was promised the matter will be resolved by end of business on Dec 17th. today is January 06th 2016 and i still do not have the approved loan funds Or the money deducted from MY account as payment for a loan i never received.
