Inability to get feedback on student loan applicat

A private banking client, I am standing surety for a student loan for a 1-year software development course, for someone (R) who has no other financial support. R is a holder of a Standard Bank account too.
An educational institution completed the application for the loan in October 2014. Having heard nothing by early 2016, I made enquiries and was told that as the incorrect course had been entered on the application, the application had not been processed.
A new application was made, and received by the bank on 13 January, according to most of the consultants spoken to (some were unable to trace it ). Despite many hours of calls, e-mails to private banking staff and other bank staff, and assurances from two help line consultants that I would hear from the bank (first by 28 Jan, then by 30 Jan), I have heard nothing.
The consequence? the life of a person who has been found to have an aptitude for software development, who is eager to study and the first in his family to get matric is on hold.Surely the bank has missed an opportunity (as well as losing business): provide a loan and a bursary to a worthy candidate (so their loan is safe), and change R's life trajectory
