How many times do I have to FICA

This weekend I went to draw funds and wasn't able to, knowing that there's funds available. I checked my messages to see that I wasn't drawing over my limit, only to come across a message that says I need to FICA. I've recently purchased a vehicle and have sent docs through in the past week, I've also had this done last year and early this year and now again, this might be procedure but is most certainly inconvenient.
