Handover but in debt review!

I went under debt review in December 2017 due to my husband losing his job. I was instructed to open a bank account at another bank because I was not allowed to use my standard bank account anymore. STandard Bank are one of the creditors party to the debt review agreement. I am now being HOUNDED by a collection firm as I "owe" Standard Bank money on my cheque account. Standard Bank didn't even bother to contact me before that. The account was zero when we entered into the agreement. The money I owe is apparently for bank charges and interest paid. Standard bank continues to charge me bank fees even though I was not allowed to use the account anymore. I feel this is dishonest and in bad faith. I don't feel it is fair that I have to pay the money as I am already paying Standard Bank a lot of money via my deb counsellor!
