FICA? - NO RCS STATEMENTS

My husband's credit card was blocked allegedly because his details was not updated for FICA.
On 27/02/15 we received a call from STD Bank offering some type of insurance on a R2000 limit on a credit card. Yet we don't get informed re that this account needs to be compliant with FICA rules & regulations.
On Tuesday he visits STD Bank and at first they did not know what was wrong, only to find out he is not compliant. He was advised to bring a statement showing proof of current address. Today he goes to Montague Gardens with his RCS statement and was advised that RCS is now part of STD Bank therefore the statement could not be accepted for proof of address. So I ASK MYSELF where the logic is in this? Really - How are we suppose to know that RCS is part of STD bank and that this statement cannot be accepted. All the way we drove from Kensington to Montague gardens, just to be told this. You go to change a PIN # on a credit card, then you end up with all the other problems, you try & comply then this then that. It's totally unacceptable. So next time when we need to comply with Fica rules & regulations, I suppose WE have to ask the Banks... Which institutions are linked?
