False promised discounted payment option agreement

Last month Standard Bank

Promised me a discounted amount to pay up my my revolving loan in full

I thanked them and asked for them to send it in writing

A month later despite my constantly emailed asking for it nothing

False promises Standard Bank what was the point of making the offer of discounting the amount owed if I paid in one full amount

Only to not present me the offer officially as an agreed ????
