Estate officer and executor not responding

my name is Hanlie. I am the beneficiary of both my parents' estates(they passes simultaniously), standard bank trust is the executors. The estate officer is Luigi Jackson and the executor is ****a Moerat. It is almost 2 years now from my parents death. My problem is that they just don't update me or respond on my queries. I am totally left in the dark here. Lately an estate property was sold. Need the executor to pay the municipal account so that registration can proceed.... He only paid a portion no explanation why, we are at risk of the transaction being cancelled because of this. Surely this cannot be normal procedure and acceptable.
