Confused about standard bank vehicle finance

My Wife recently app**** for vehicle finance through standard bank, it was approved, we went to see the car etc. Today she is expecting the contract instead we are told that they cannot accept her temporary license (they need the card) Question: how does a temporary card license stop the contract from being sent? (a month and counting we haven't received the card license, hence the temp) Can we not forward the card license as soon as we get it? They made us feel like having a temporary license is a crime and you cannot drive with it..
