Compliance that defies logic

I went to update my FICA. I researched the requirements on the Standard Bank website and they say that a short term insurance document is perfect so I thought I was sorted. It has my name , ID number and address. I took it in only to be told that this would not suffice - in spite of what it says on the website! When I pushed it a bit futher and asked to speak to the manager she eventually relented as long as they could do a site visitation because maybe it was a vacant piece of land. I mean why would I be paying for household contents cover for a vacant piece of land. Is this kind of mindless bureaucracy even possible? Clearly. It all defies logic yet it defines all banks and their approach to FICA and customer service!
