Closure of new account without proper notice

On Friday, 22 Jan '16, I opened a new account (I was told to close the other one) that would suit my current needs. So I did so (after queuing for several minutes, 30+). The consultant gave me an envelope and told me that the new card with its PIN number will be inside.
On Wednesday, I got an sms that my account is non compliant (FICA) and that I must go to the bank with my details within 10 days. When I get to the bank, I'm told that my account has been closed and that I need to bring my proof of residence and ID (never mind the bad attitude of the person that was telling me all this) to have the account reopened.
I don't understand because this is what I provided the bank with when I initially opened this account. Why was I not told then if there was something wrong, and if my account is closed, why are there no reasons for that?
