Cheque Acc on lock up and no is willing to help.

My cheque acc was locked around Jan 2015, due to a negative balance on the cheque acc. On Monday 03 I got funds in my cheque acc and I went to forest hill branch where I was told I can only access the funds after 7 days. What I don't understand I can see the available funds through cellphone banking but I can't access them, I could understand if I had to wait 48-72hrs for verification not 7 days!
