Charging me for an account i never got a card for

I was staying in Newcastle in 2008/2009 when i was called by Standard Bank offering me a cheque account. I accepted and was advised to collect my card at the branch. I went there with my id and letter from the ward council as i was renting there but it wasnt enough for them to give me the card. They asked for something else which i cant even remember as it was so long ago. Today i got a call saying i owe R915. Which i must settle before the 30th. What exactly is this for. How would i have used the account if u never gave me a card and you gave me a run around when i came to collect it. You must write those fees off as i dont know how you accrue charges on account that hasnt been opened and fica verified. If this is not resolved i will take you to the Ombudsman trust me and i will close all my accounts with Standard Bank. You are not getting a dime for me.
