Changing address woes

We recently moved to a new address and we wanted to change our residential address.
We went to the bank with a letter from the lawyer, but that was not acceptable. We need proof of purchase.
Eventually we got the title deed and went back to the bank. The title deed is not acceptable as proof of residence (I would think that is the ultimate proof) as it is not on the list of FICA documents.
They said they would get back to us within 24 hours.
That was Wednesday 15th April. We have had no feedback.

1. why is a title deed not proof of residence
2. why don't they get back to us
