Building loan. Abandoned by developer, dumped by Standard Bank

I got a building loan with Standard Bank. On 5 May 2016 the developer abandoned construction of the house at 73% completion. I informed the bank that the developer has abandoned me and that i took all my savings (R200 000. thus far) to install electricity, paving and all furnishes. A consultant advised that there is no problem, i must finish the house and claim progress payments myself. Today 20 June 2016 i called the bank to enquire about progress payment. A consultant told me that i need to appoint a new developer and submit an ALL RISK POLICY AND National Home Builders Registration Certificate. The worst part is that it seems impossible to speak to one consultant to resolve problems, each time one calls a new consultant with even new explanations/or requirements answer the call. I now need a structural engineer certificate and money to pay cupboard installers after over-stretching all my resources to complete the house. There is an amount of just over R200 000 still in retention by the bank. The bank seem to be interested only in paying a company that left me in a ditch. So much for "how can will help you?".
