being un reasonably charged

i went to tell them that i want to cancel my contra save or whatever they call it and its meant to be a bonus to myself , when i get there to my horror i was told the penalty fee would be 200bucks !!!! why so much money to pay for my own money that i was saving?!!!! i would understand a 20 or even 50rand but 200!!!! for what for my cash. i swear you guys thinkwe are made of money and you have a right to our hard earned cash like, like what the hell. and on top of it all my cell phone banking doesnt work so i cannot track my transactions and when i go online and check i will have a balance today minus days purchases the next day my balance has changed and adjusted and it doesnt make sense to me, and the explaination i got was even worse. i want proper and valid answers. im just unhappy.
