Bank refusing to pay money on progress made
I have been using a building loan with the bank and house is 82% completion. Per contract it says I am allowed to do 2 withdrawals per month. Project started in October 2017 and below were the payment made to me per month

In March thats where the problem started where I started to exceed number of withdrawals and the 3rd payment was done because there was a mistake made by your assessor leading to come back because his inspection report was wrong. The whole of Jan and April ,no claim made. The senior assessor in March said they are no longer going to entertain any payments due to number of withdrawals exceeded. According to contract no limit mentioned. Now Doors, Ceilings and Wall tiles fitted making about 12% where it should lead to 94% from 82% COMPLETION, the assessor says he will not entertain any claim until the house is 100% completion. We are stuck with floor tiles and need about R46 000 so we can complete the house. As there was a progress made leading to 12%, why cant we get paid so we can proceed with other face? According to contract signed, no limit specified in terms of how many withdrawals reached. A lady by the name of Viljoen, Roslyn ( In charge of payments ) and Sooklall, Rajesh (Senior Assessor whom is refusing to release funds) are working together.
As this is a bridging of contract the bank should expect project to be completed in 46 months as we need to raise and save R1000 each month as we need R46000 so we can finish the last stage of the project. We cant afford to take credits somewhere as we already did as the project cost was underestimated. A formal letter is going to come to the bank to state that they shouldnt expect the project completion because there is money held by which was supposed to be released and being refused to make any further payment.
I also work for the same organisation but I feel the bad experience our customers are being treated out there with a poor service we provide to our clients.
Rajesh says "We will end on 8 or 9 payments which is far too many payments for a project this size" , the question we have is 2 disputes lodge were counted resulted in 9 instead of 7. I complained in the past as there were two incidents where inspection report was not right and had to come to our house twice. If 2 withdrawals are allowed, in a year we should have 24 withdrawals.
