Automatic Acceptance of Quote - IS THAT LEGAL ??

So, with regards to the same application that Standard Bank took forever to process, I eventually received a quote 24 DAYS AFTER APPLICATION. A 100% bond was granted but at a dismal interest rate. I was contacted telephonically by Nadia at Standard Bank to go through the quote with me, however, I was not anywhere near the application at the time of the call, so I told Nadia firstly that the interest rate was the worst interest rate that was offered & asked if they could have that reviewed but she said that that was the best that Standard Bank could offer. I then told her that I will have to look at the quote later and if I don't get back to them within the quote validity period (normally 5 days) that she can consider it not accepted. She then told me that if I don't actually formally decline the quote within the 5 day validity period, that the quote is automatically considered accepted and gets sent to the bond registering attorney to register the bond - WITHOUT MY CONSENT. & that if I later choose to not proceed with Standard Bank, that attorney charges will be incurred for MY account. IS THAT LEGAL ???
