ATM card blocked in Vietnam

<p>I called and arranged for my savings account card to be opened for USE IN VIETNAM from 10 April till 27 April. Has been using it and all of a sudden today I received a sms from Standard ***** department to confirm my transaction. I did but card still blocked. The idiot try to tell me I don't know how overseas ATM works. According to him my card is not blocked. Yet all transactions at ATM (various) show my bank can not authorised. What now? Nobody seem to care the least. I am fedup and broke. Not enough cash to pay hotel. The most *********** staff I have ever dealt with. Is there anybody that can assist me.</p> <p> </p>
