Access Bond not so accessible

Last month I transferred R7000.00 to my “Access Bond” (16/17 Sep). As it is an "Access Bond" the funds should be available to be accessed and it is NOT. Before the 16th Sep there was nothing (zero) outstanding otherwise the bank would have contacted me about it in order for me to address it. No one did that.

On the 16th the bond amount was R 1,091,645.88. On 16/17 Sep a total of R7,000.00 was transferred which made the outstanding bond R1,084,645.88 and should have reflected (at some later stage) an accessible amount available (R7k). Where is it?

The Prestige Account Personal Banker and the Home Loans Department alleges that some money was withdrawn/transferred and is thus still outstanding which I dispute. The initial building loan app**** for was R****. The last progress payment to the builder was done Feb/March 2018 for the outstanding amount to the contract.
