2nd complaint - same issue still not resolved

I have app**** for a revolving plan more than a week ago. Everything was submitted and I received no response. Following my 1st complaint I got a call from Theresa who told me that it is approved and she will release as soon as I resubmit my P.O.R which I initally submitted. I then got another call saying they received a system error and could not release. I am STILL WAITING and I am completely disappointed to say the least. Is it incompetence, negligence or just lack of interest?
