Underwhelming service and food

Went to the Spur in Norkem Mall, the service was just slow. Our waitress got us a table and let us sit for probably 15min without attending to us, the meals served were pretty underwhelming. If this was the 1st time, I'd be understanding but I have been there a couple of months back and the exact same thing happened.
