Not adearing to Covid rules & Stale food

On Saturday, 18/07/2020, we bought a take away nachos from the Spur in Amanzimtoti, on Beach Road. when we arrived home, which was 10 mins away, we opened to start eating & it was stale. there is a fine line between soggy nachos and stale nachos & this was stale. I called the restaurant & reported it to the manager on duty, who then told me that it was fresh nachos and insisted on so. basically, I was a ****. I told him I don't want another batch & that I was calling to inform him of this & I could bring it back for him if he thought I was lying. He offered me a refund & I accepted. I then sent a colleague to collect the refund for me as she was in the area. The owner then told her that he was not refunding. I was okay with this. but the owner also opened a bag of nachos, in the presence of my colleague to prove it was fresh. This is now a wasted bag of nachos, because he put his fingers in it and began to eat. How do we know that this doesn't happen all the time and that half open bags of nachos aren't just lying around. the manager also was not wearing a mask in a restaurant that he OWNS!
