No Service but lot of employees

I entered Bubula restaurant at about 12:00 today (27-09-2017), entered for about 20 steps from the entrance and was recognised by the Manager, he Welcomed me put me on a table and told me he will get someone to help me.

15min passed all the employees were passing me no one said a word, I waved my hand to one of them, He looked at me and said nothing. I then called a cooker and she called one of the waiters who also said nothing.

at 12:39 I packed my bag and left the restaurant and that's when the Manager noticed me and offered me a drink.

I really don't understand if Spur takes the employees for training why don't they practice what they have been trained to do. if not Spur Should really take those guys for training.
