Grand rapids Spur at Bluff and their own laws not in line with the disaster management act

I went to Grand rapids Spur at Bluff in Durban today (28/01/2021) with my 3 children and all were wearing masks except for my 1 year old daughter. We were screened and sat down and ordered. As we were waiting for our meals the children decided to go to the play area and to my surprise the one year old daughter was chased out as she was not wearing a mask. I asked to speak to the manager as according to the amended disaster management act children under 6 are not required to wear masks so at Spur where do they get their laws? I had to leave my meal as my daughter was in tears and the other daughters were very sad.

I went to another Spur at Southway mall and they gladly welcomed us and all my daughters even my one year without a mask are busy enjoying themselves at the play area. My concern though is still with grand rapids Spur, why are they making their own special laws not aligned with the disaster management act?
