Does Spur charge for brown packaging paper for take aways?

Good Day

On the 12/06/2019 at around 18h00 I went to the Spur at Vincent, East London. I ordered the burger and coke combo which was R89.90 for take away, the manager who was assisiting me (White late 20th female) think her name was Tamsin. She said my bill was R 90.25 . I then asked why? She said I am paying for the brown packaging paper since it is a takeaway. Spur do you guys charge for the brown packaging?
