D A ward councillor unwilling or unable to help.

I have contacted my D A councillor ,Marian Nieuwoudt,several times.First by whatsapp ,second by email and then in person.My problem is that i have a threeway intersection in the street i live in.I have seen many times that vehicles do not stop at the stopstreet.I myself has been the almost victim of an accident several times. My request to Mrs Nieuwoudt is for the munisipality to construct speedbumps close to the stop signs to force the vehicles to stop.So far nothing has been done . Please help D A before an accident happens.
