bad service

My family and I decided to go to spur for a meal we got our table were seated then the waiter arrived asked if we gona order he didn't even introduce himself while we waited for the food I noticed my place mat as well as my son's were dirty then I asked him for a clean one he jus took the mats no apology nothing and brought two other mats he kept checking in with the people at the table behind us but from then on he just ignored us until we called him to bring the bill then my boyfriend asked him if he is upset then he just said no he is not angry he did not even apologise for his attitude towards us I mean if it was about the dirty place mats surely I am allowed to respectfully ask for a clean one or is that too much to ask for?
