Collected money for post and not delivered

I posted a package in speed post Bayside mall since on the 28/08/2015 and suppose to be delivered on the 31st latest, till now the package not delivered, I have being going to the office here in cape town to complain, they said the Package is in Pretoria and my receiver have gone to two different post office there in Pretoria they said the package is on hold in cape town. this is a breach of contract, the package was urgent but till now not still delivered, today is 7/09/2015.
