horrible application process

I have submitted a application for my son and from the very beginning it's been a ********** process. Whenever one calls to get information the admin people seem not to know what the hell is going. They are unable to advice what is happening or what needs to happen going forward. The online application has been completed,documents have been subitted and payment has been made yet I'm still doing follow ups.
