Visiting hours for suspects

My cousin got arrested in the morning on 11 December 2015 and we did not see him or anything as he doesnot have a phone in the cell, we requested to see him so we can speak to him and understand the situation, they did not allow me I even asked of the visiting time, they said there is no visiting time, how possible is that? The other lady whos child was arrested with my brother was allowed even to bring food. What m I suppose to do? Bribe the police to be allowed or what?
