They impounded my car and released it to Jacobus De Klerk who does not appear to the history of my vehicle as the owner.

Message: Good day My name is Thami Preston Dube, ID numbers ********** 020086, and the owner of the vehicle BP01KN GP which was given to Jacobus Harms De Klerk by the SAPS SAFEGUARD UNIT IN SOWETO. I bought this Toyota Conquest with registration numbers NKR18665 when I bought it at the garage in Pretoria (Zambezi) called LOWMILE MOTORS IN 2011-11-09 for the value of R28000.00. I registered the car under my name and the cars registration number changed to BP01KN GP in 2011-11-11.I also registered the car under Ivory park Taxi Local Taxi Association for an amount of R15000.00, the vehicle was making an amount of R250.00 a day. In 2012-11-15 when I went to renew its disc, I was told the car has been registered ****** by Villeria SAPS in Pretoria. I went back to the dealer to return the car and for refund…they couldn’t help me. So I went to the Villeria Police station to find out who opened the case against my vehicle, I learned that the person who opened the case was Jacobus Harms De Klerk whom was called to bring the papers of the vehicle to prove that the vehicle was also belonging to him in 2012-11-16, Jacobus refused to come to the police station and said all he wanted was his car. So I parked the car at home in Soweto as advised by my lawyers in 2012. My younger brother with his friends decided to drove the car and got arrested in May 2017, I was called by Fituwano Nekokwane (Sgt with personal number ********** -3) in May 2017 (this year) from saps vehicle safeguarding unit in Soweto Lenasia contact numbers (011) ********** about the vehicle(Toyota conquest BP01KN GP that I bought) and I explained to her that the car was not ****** and that I bought the car in Pretoria and I have all the documents of the car as the proof that I bought the vehicle, I told her I will come with the car documents and the proof of purchase when I am off in May 2017. I went to saps in Soweto and met stg Nekokwane and she told me that the car was released to Jacobus Harms De Klerk. I asked her what proof did he provided to prove that the car was his as I showed her my proof that the car belong to me, she said she doesn’t know what proof the guy produced, but all they do when a car is recovered is: they call the person who open the case and give him/her the vehicle, so I asked her that does that mean any person can take someone’s vehicle plate numbers and open a case of that vehicle, they will recover that vehicle and give it to the person who reported the case without any proof?, she said she doesn’t know what to say to me then and she will have to refer the matter to his commander who was not available on that day (May 2012), until today I have not hear anything from her. When the case was withdrawn from Protea magistrate court and I was supposed to collect my car, the proof that the car was given to Jacobus De Klerk by SAPS safeguard unit Lenasia Soweto even before the case was withdrawn appeared from Constable Moloi who was the investigating officer to the case. Then I went to Lenasia Safeguard Unit on the 7th of September 2017 to find some answers why my car was released to Jacobus Harms De Klerk, I met with stg Ngobeni, stg F.Nekokwane and Lt Hlungwani. We had a meeting, in that meeting I learned that Jacobus Harms De Klerk did not produced any form of proof that he was once owned or he own the vehicle, but the vehicle was given to him, he just gave F. Nekokwane a statement by his mouth and they released my vehicle to him. Lt Hlungwane (Lenasia SAPS safeguard unit) promised to investigate the matter further, he would get back to me. On the 14th of September 2017 he got back to me and we went to SAPS safeguard unit Pretoria West for the vehicle identification. At that SAPS Safeguard unit I learned that Jacobus Harms De Klerk has sold my car to one of the s**** yard, and I found my vehicle stripped to the shell. I refused to take it because when it was arrested the vehicle was in good condition and again when they released it to Jacobus Harms De Klerk it was in good condition. My questions are : 1.) HOW CAN SOMEONE WITHOUT CAR PAPERS OF A VEHICLE CAN OPEN A CASE TO THE SAPS?(Villeria SAPS opened the case) 2.) HOW CAN SAPS RELEASED A CAR WITHOUT PROOF BECAUSE I HAVE THE PROOF THAT I BOUGTH THE CAR AND ITS REGISTERED UNDER MY NAME?(SAPS Lenasia safe guard unit) 3.)WHY DID SAPS DIDN’T CHECK THE HISTORY OF THE CAR BECAUSE THE GUY DOES NOT APPEAR IN THE OWNERSHIP OF THE CAR?(Villeria SAPS and Lenasia SAPS unit safeguard unit) As you can see there was negligent from the SAPS in Villeria and SAPS in Lenasia safeguard unit, as the results I have suffered an income from 2012 to 2017 from the vehicle and the cost of ups and downs trying to find answers in this case let alone the emotional cost I have suffered in this matter. The total cost I have suffer on the vehicle alone from 2012 to 2017 is R456 250.00 +15000.00 for the registration in the Ivory park taxi Association + R28000.00 which was the amount I paid from the garage when I bought the vehicle + 20000.00 for the cost of my time doing ups and down for this case.
