SAPS turns blind eye on drinking and driving

My brother-in-law's car was tail ended this weekend by another car. On stopping the vehicle to ascertain extent of damage and to collect driver details, the driver of the other vehicle (POLO TSI) fled the scene with the car keys. However, the owner of the vehicle, a passenger at the time, was still at the vehicle. The local SAPS was called to resolve this matter. The owner of the POLO, still drunk at the time, claims that his friend was driving because he (the owner) could not due to his condition. However, according to my brother-in-law, and confirmed by the owner, the driver of the POLO was also intoxicated. This was admitted in front of the SAPS officials and they took no action on this. We were advised to simply open a case and let insurance take its course. Is it this easy to get away from drinking, driving and fleeing the scene of an accident? If that's the case then the SAPS has just condoned this act by not taking any action against the owner of the POLO. Is this the future of law enforcement and what to expect on our roads? Simply disgusting in my my opinion. You begin to wonder why drivers tend to take the law into their own hands......
