SAPS Rustenburg dragging their feet

I reported a *****ulent case with SAPS Rustenburg in October 2022 case number (CAS 754/8/2022). This was after Arthur Mthembi/Shingange de*****ed me an amount R10,000 where he was imposing as the owner on NUNGU SOLAR. SAPS in Rustenburg is dragging its feet by failing to arrest this guy. Someone please help me to escalate this matter to the next level as I am losing hope with SAPS Rustenburg.
