SAPS problems

My son in-law was walking to the mall near their flat when two police officers pulled up next to him and asked if he had seen some people selling drugs', to which my son in-law rep**** that he did not. They asked what his nationality was as he sounded like a foreigner, my son in-law informed them that he was Xhosa. they informed him that they are going to search him to which he refused telling them that they have no cause to search him. They then requested his phone so they can put their numbers in if my son In-law sees any suspicious activity he can call them. It was at this point that they realized that they where in full view of public and told my son in-law to get them around the corner so they can safely give him their numbers. Once at the corner these officers to my son in-laws cellphone and all the money he had on his person. My Son in-law then went to Honeydew police station to report the crime and open a case, inside the station he recognized one of the ******s as an actual police officer at the honeydew police station. Needless to say my son in-law got such a fright on seeing this officer that he didn't open the case. We have been trying to call all the different ***** hotlines but can't seem to get hold of anyone that can tell us how we suppose to proceed with this if the people you are suppose to report the crime too is the same people who did the crime. So far we have had no reply
