SAPS dragging their feet on a kidnapping case

I was kidnapped and the people used my phone to phone contacts to call and ask my my freinds and family to send them money in exchange for my release.They also took my bank cards and withdrew money from there. In total they made away with almost R30 000, laptop, cellphones and routers. But SAPS hillbrow where the incident took place say that I should have been more careful and that this happens everyday and its unlikely to be solved .But the security guard of the complex where we were kept was paid for keeping us but they did not even interview him but he knows the perpetraitors .Also the taxi metre driver whom they paid to to dump us also knows them and we gave police the registration number but they said its not enough to start a search of these witnesses . Worst part is the police alost appear reluctant to connect the dotes and something as they say it happends everyday. My question is aren't the police aiding organised serious crimes by dragging their feet still yet Bheki Cele is going around saying he is changing the system making promises to eradicate *******ion in the SAPS
