SAPS do not respond to calls

On Sunday morning someone bumped into my car at the Menlyn nightclubs parking area. I tried to call the police 4 times and on all the occasions the someone would answer and after hearing my story would hang up. This is truly frustrating and disheartening as I would expect better from our police. During accidents we are advised to call the police but who do we turn to if the police do not answer our calls. Truly disappointed :(
