SAPS a joke

The informed me that I don't have a case against a company that advertises as a traffic fines payment option via the internet and that as I am the one that gave them permission to pay my traffic fines, I am the one at fault.

How can a company, get access to the governments traffic authority databased to see, traffic fines, with all the details of the infringement, at the click of a button, advertise that they are able to pay these fines for a fee and then upon receipt of the money not pay the fines, not be *****ulent?

Please explain? Well, if this also doesn't make sense to you, you are not alone. Not only that, BUT the SAPS ALSO covers the ********s and says that there is no case against the organization as I willingly gave them my money and my permission to pay the fines. According to the our glorious police service, this is also not theft.
