Public disturbance

I called in yesterday (16/06/2019) complaining about public disturbance at a Gundi's Tavern that I live at Emdeni (Soweto) and a consultant told me that it's a Tavern they close at 2am. I know it's a Tavern and they sell alcohol not noise. I didn't understand because the municipal law Environment Conversation Act 73 of 1989 states that they protect recipients of intolerable noise pollution. Whether I live in a Town, rural or Surbub it should not matter but in this case it mattered and it was after 9 if section 9 of their constitution states that when it's 9:30pm it's public disturbance and I called in after 10 means our south african forum does not want to help then a call was dropped in my ear. Now you tell me what community are they trying to change. Who do we call for help.
