Poor Service Delivery

I went to Northam Police Station to report a ********** activity by the consultant of a company called Bill Master Club. The consultant forged my signature on a loan application form and the form was processed by CTI Financiers. The case was not opened because I was told that my case does not constitute a ******** case but rather a civil case. I don't know how can forging someone signature be civil. I know I am not a law expert but my guts tells me that forgery is a ******** activity.
